It's a fringe card: the effect is real, but four mana for non-permanent disruption is too slow for most competitive tables.

In Commander, Agonizing Memories occupies a narrow slot — it's best in dedicated discard or political decks where seeing an opponent's hand has table-wide value, but most black strategies would rather run unconditional removal or hand-sculpting that affects their own game plan. Legacy and Vintage have far more efficient disruption, so Agonizing Memories sees essentially no play there. Modern, while technically legal, never had a reason to run it over Thoughtseize or Inquisition of Kozilek. The card finds its most defensible home in Commander builds piloted by commanders like Tinybones, Trinket Thief or Geth, Lord of the Vault, where knowing and disrupting an opponent's hand feeds broader engines.
