In Legacy and Vintage, it's technically legal but nowhere near playable; three mana for a static effect that doesn't interact with the stack is far too slow for those formats. Oathbreaker shares enough of Commander's DNA that dedicated Bobblehead strategies could port over, but the card remains niche outside its Fallout-themed tribal context.
