In Commander, Aggressive Sabotage is nearly unplayable: sorcery-speed discard that targets one opponent out of three does negligible work in a multiplayer pod, and three mana is too much to pay for that narrow an effect. Constructed formats like Legacy, Vintage, and Modern have far more efficient discard — Thoughtseize, Inquisition of Kozilek, and Unmask all cost one mana or less and see the hand before you commit. In Pauper, where resources are tighter, Aggressive Sabotage still loses to commons like Duress and Raven's Crime that do more for less. It is legal everywhere rotation doesn't apply, but legal and playable are different things.
