Aggravate is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it's a Commander card through and through — the multiplayer board states are wide enough that forcing a full opponent's army to block actually matters. In Legacy and Modern it's essentially unplayable; five mana at sorcery speed for a situational combat effect doesn't come close to competing, and those formats end before board stalls develop.
