Agency Outfitter enters and slaps an Equipment onto any creature you control — free attachment, no activation cost, immediate board impact. The catch is the four-mana price tag on a 3/3 body, which is a steep ask in any format that doesn't specifically want the enter-the-battlefield trigger.

Agency Outfitter is a Commander card through and through — the format's singleton rule and slower pace are exactly where a four-mana ETB effect can justify itself. In Equipment-focused decks helmed by commanders like Akiri, Line-Slinger or Ardenn, Intrepid Archaeologist, the free attach trigger does real work, especially when you're blinking or recurring the Outfitter for multiple activations. Competitive constructed formats ignore it entirely; four mana for a 3/3 that moves an Equipment once is far too slow for Modern or Pioneer, where Steelshaper's Gift and Sigarda's Aid do the same job faster and cheaper. Standard is the one constructed exception where Equipment synergy decks might find a role for it, but even there it's a fringe inclusion.
