Aeronaut Admiral is a Commander card — full stop. Vehicle tribal is almost exclusively an EDH phenomenon, and that's the only context where a four-mana 3/3 that grants flying to Vehicles pays its way. In Modern and Pioneer, Vehicle strategies exist but run leaner, faster threats that make a four-drop with no immediate board impact a liability. Legacy and Vintage are non-starters for the same reason the curve is simply too high for what you get.
