Four mana for a 2/4 that needs devotion support to pay off is a real ask, and in low-devotion shells it just sits there doing nothing.

Aerie Worshippers is a Commander card through and through — the format's longer games give devotion decks time to build a board before the upkeep trigger starts mattering. Thassa, God of the Sea or Keranos, God of Storms strategies that already want high devotion to blue get the most out of it, turning a passive condition into a Bird clock. In Legacy, Modern, or Pioneer it's unplayable on rate; four mana for conditional token generation is nowhere near competitive in those formats. Stick to Commander, and only in decks where a devotion count of four or more is a realistic mid-game expectation.
