In Pauper, where commons compete hard for slots, the effect doesn't match up against more efficient tricks. In Commander, single-target pump spells that don't generate card advantage or end the game on the spot are rarely worth a slot — Aerial Maneuver offers nothing a blue-white deck needs badly enough to include it. Legacy and Vintage make it irrelevant by default.
