Aegis Sculptor is legal across every major constructed format, but it doesn't see play in any of them. In Commander, three mana to grant defender and cycle is strictly worse than nearly every blue draw spell available at that cost — you're giving up tempo to make a creature worse. In Legacy, Modern, and Pioneer, the effect is irrelevant; no competitive archetype wants to pay three mana to put a restriction on its own creature. Standard is the only context where bulk common filler sometimes finds a home, but Aegis Sculptor's effect is too narrow to build around even there.
