That rate is unexciting unless you're reliably triggering the tribal bonus, at which point it becomes a reasonable mid-game refuel in blue-black decks built around board presence.

In Commander, Advice from the Fae sits in the lower tier of draw spells — five mana for two cards is baseline acceptable, and the three-card ceiling only matters when you control more creatures than every opponent, which is harder to guarantee in a four-player game. Legacy and Vintage have access to far more efficient card selection, so Advice from the Fae won't see play there. Modern offers enough competition at this mana cost that it rarely makes cuts outside of dedicated tribal synergy builds. The card's best home is a Commander deck that consistently goes wide with creatures — Faerie tribal, token strategies, or Dimir aristocrats — where the creature-count clause fires often enough to justify the slot.
