Adverse Conditions sees essentially zero competitive play in Modern, Pioneer, Legacy, or Vintage — the formats where tempo spells live, this one doesn't pull enough weight at three mana. Commander is where it has any real home, and even there it's a role-player in dedicated Eldrazi token shells rather than a staple. The Scion it generates can crack for mana, which gives the card a minor ramp dimension on top of the tapping effect, but most blue decks have better instant-speed interaction available.
