Pauper is where Accumulated Knowledge earns its reputation: four-of redundancy means a second or third copy routinely draws three or four cards at instant speed for two mana, which is genuinely broken value at common rarity. Legacy decks have used it in blue control shells for the same reason — stacking copies in a single turn can refill a hand completely. In Commander, the singleton rule guts the scaling; you're almost always drawing one or two cards, and Accumulated Knowledge loses the head-to-head against staples like Fact or Fiction or even Frantic Search at that yield. It's legal in Oathbreaker and Vintage as well, but the verdict tracks with Commander — singleton dilutes it, and powered formats have better options.
