The rate is simply too poor for Commander; four mana buys far more threatening discard engines, and a creature this fragile with no evasion rarely connects more than once.

In Commander the discard-on-damage trigger is a fine concept, but random discard on a single player is low-impact at a four-player table, and the 2/2 body without evasion means it rarely connects a second time. Legacy and Vintage have access to far more efficient discard tools, so Abyssal Nightstalker never registers there either.
